The idea of the complex is to combine entertainment, leisure and education of the city residents, the cultural and entertainment complex becomes a new center of attraction for tourists, as well as a socially significant object.
Green Island is still an undeveloped territory of Rostov-on-Don with great potential. The site of the projected object is located in the western part of the island and represents an advantageous town-planning position. For a long time, the plans for the development of the city have assumed here public and business zones with social functions and refer the territory to the zone of promising development.
The object is a cultural and entertainment complex with the main circus transformable hall-arena for 2200 seats. Functionally, it involves holding large-scale events, and the rest of the time it is a socially close object, sections for children and adults will be opened here.
So, as a result of the design, the problem of developing the territory of the green island and the transport component is solved, because the object should become a tourist funicular stop, therefore, a new center of attraction. The panorama of the city develops directly, the building becomes a response to the residential high-rise buildings located nearby. New residential complexes are being built on the left bank, and the facility will turn out to be one of the nearest parks and centers where you can spend time.

The complex consists of five levels - three of which form the planning structure of the complex, the first floor represents the entrance groups to the blocks, and the upper one is the funicular station.
The structural system of the building is combined. The lower part of the building is static. It is a curvilinear rigid shell structure. The main bearing function is performed by arched structures, which are connected in a circle, forming a stiffening ring; this does not require supports at the joints of the structure. The hall-arena is supported by additional supports. The object is raised by 6 m relative to the existing relief. The central arena is raised by 4.5 m relative to the first floor. Thus, it is possible to walk under the building, which forms additional convenient traffic routes for pedestrians.
A constantly changing dynamic structure is provided by pneumoframe structures. The building can rise during mass performances, become a bright dominant, and on weekdays remain on the same level with the plantings of the green island. The formed volume can become a media facade, the space inside is used as an exhibition space. The bearing function here is performed by arch-shaped cylinders filled with compressed air, made of dense non-combustible rubberized fabric. Such structures resist wind loads up to 40 m / s, withstand snow loads up to 120 kg / m².
