Project description

According to the current regulatory plan, the property is UPI XXVI under PRZ, quarter 46, PI No. 65677.701.1545 under the CC of the town of Svilengrad. The property is bordered by: "Bulgaria" Blvd., "Krayrechna" St., a park alley and a dead end street.
Town-planning decision - no town-planning changes have been made according to the current regulations and according to the OGP, the project is developed in relation to the zone and the current parameters. They have not been changed and there is no need to change the current RP and ZP.

General information:

Description of the place
• The land is located in the central part of the city of Svilengrad - PI 65677.701.1545 according to the CC of the town of Svilengrad, quarter 46, UPI XXVI according to the city's zoning plan. The property has an old building with no architectural value and no status. The building of the historical museum was designed on it.
• In the neighborhood there is a park and a square with the city library. Nearby is the 500-year-old Svilengrad Bridge on the Maritsa River, restored and entirely pedestrian. The situation implies the work in a historical context, since to the north, across the street, there are also three buildings, monuments of culture, which are awaiting restoration. Here passes the ancient Roman road "Via Diagonalis", connecting the central European part of the Roman Empire with Constantinople. To this day, it is one of the most important and busy transport corridors for people and goods between Europe and the Orient.
Device indicators
According to the current General Development Plan - OUP of the Municipality of Svilengrad, the property falls into development zone C - zone for "multifunctional use - mixed central zone". The restrictive planning indicators, according to the PUP - PRZ 7601/15.04.2019 and allocation of the property for "Public service activities - Oo" are:
• Building density Pzastr. – up to 94%
• Building intensity - Kint - up to 5.25 -(700*5.25) = 3675 sq.m. overhead
• Green area - Oz - min. 6% = 42 sq.m. - 58.65 sq.m.
• Building height – H = 10 m

Transportation and access
- Car access and parking
As the site is located in a park environment and in line with modern urban trends to reduce the presence of cars in city centres, car parking within the property is not required.
Visitors arriving by car have the opportunity to park on "Bulgaria" Blvd., "Krayrechna" St., as well as in the designated parking lots nearby.

At ground level within the boundaries of the property are provided:
• 5 parking spaces for cars of disabled people;
• Required parking for 30 bicycles; - full parking for 40 bicycles
• access and maneuvering space for waste removal and loading vehicles.

Pedestrian and bicycle access
Pedestrian access to the building of the future museum is in accordance with the pedestrian flows in the adjacent area. The most suitable places at the entrances of the museum have been determined. The pedestrian access lanes, the green areas, the open spaces for the activities of the museum have been designed.
The aim is to enrich the central part of the city with a new, beautiful and attractive public area that combines in the best way the new museum building with the existing significant architectural volumes, parks and open spaces, accessible to people with disabilities.
Functional program (on request)
- Entrance
The museum is accessible to visitors through one main entrance from both the park and the library. In front of it is a separate external entrance space, which is partially covered. A parking space for 40 bicycles is provided near the entrance. The spaces in the Entrance Area are fully open to visitors. Anyone can enter them, regardless of whether they came to the museum to visit an exhibition, participate in an event, or are here just to browse and use the coffee bar.
- Foyer
Here, visitors easily navigate the main routes to the performance hall, exhibition hall and public function spaces. No seating is provided in the lobby. Area about 100 -120 m2.
1. Ticket sales. The place is the first contact of visitors with museum employees, area - about 10 m2.
2. Wardrobe for visitors, security and storage for general needs, area - about 20 m2
3. Shop for advertising materials and reading room. The store will offer promotional materials, books and design items related to the museum. It consists of a sales hall and a low seating area that visitors can use as a reading room - part of the lobby.
4. Toilets and hygiene room - area about 30 m2
5. Cafe-bar and warehouse with connection to the lobby and the park and/or the square (in front of the library). Independent access for guests and charging is required - area about 80 m2
6. Office for the director of the museum - area about 20 m2 (natural lighting);
7. Office for curators and tour guides - area about 12-15m2 (natural lighting);
8. Hall for conferences and for working on educational programs - area about 80 m2, for about 30-40 people, with the possibility of projection (with forced ventilation and heating).

- The part of the property outside the built-up area and bordering the park to the east is landscaped for a green area and a lapidarium.

- Functional connections and spatial transformation
• 2 entrances to the individual zones from those shown in the Functional Program diagram;
• The project allows the transformability of the functional areas in the building and the possibility to restructure the spaces according to the different artistic events that will take place;
• The interior of the building provides a changing environment, the possibility to form "spaces within spaces" (with the help of furniture, light partitions and structures) and easy future transformations;
• The museum allows the use of modern forms of technological audio and video presentation, publication of activities on the Internet and participation in projects and programs.
• Additionally, technical rooms, a children's corner, a panoramic cafe, an interactive hall, and a multifunctional hall have been designed and planned. The multifunctional hall was developed based on the geometry of the existing bridge (one of the symbols of Svilengrad) built in the 15th century.
Park environment - Reconstruction of the existing park has been done, including a lapidarium, a new center of the park, in the form of a Byzantine cross and a statue of a horse, symbolizing the Bulgarian ambition and country. The alley network was designed based on the idea of Roman town planning.

Relief - leveled, relatively flat

GOALS
The land intended for the construction of a historical museum of Svilengrad has a high potential for the development of culture, education, thematic entertainment, and the economy of the city. With the construction of a socially significant building on this site, Svilengrad has the opportunity to develop a secondary cultural urban center that:
• Enriches the existing city center with a new public space for culture, for education, for the development of educational thematic tourism, for the development of cultural industries, etc.;
• Provides conditions for the performance of a wide range of artistic events (theatre, music, visual arts, architecture, archeology, etc.), as well as for educational and social activities;
• Connects fully and conflict-free with the surrounding urban, historical, including park environment;
• Exercises a "regenerating" effect on the neighborhood and surrounding spaces;
• Has a visually recognizable architectural image;
• It is modern, high-tech and complies with environmental requirements.

Technical information

DESIGN
A conceptual project and volume-spatial concept was developed for the building of the historical museum in Svilengrad, which:
• It is adapted to the features of the surrounding urban and park environment:
• Reflects the urban planning requirements for the place and considering the transport and pedestrian flows - the "communication" between the park, the designed museum building and the square space in front of the city library building should be integrative;
• Decides rationally the function of the building, according to the provided functional program;
• Takes into account the location of the object in the park environment;
• Making direct contact between the museum building and the park;
• Complies with the requirements of ZUT and Ordinance No. 7;
• Provides an accessible environment (around and in the building);
• Complies with the requirements for evacuation from buildings and premises for mass gatherings of people - number of exits, width of corridors, fixed seats for the audience and others, according to the requirements of Ordinance No. Из-1971 on construction and technical rules and norms for ensuring safety in case of fire.


VOLUME AND SPATIAL SOLUTION - a ground floor with an atrium and transition spaces and 2 floors with a structural height of 4m are being developed. ; 3 m.; 3 m. Total height above ground level 10.00m. The building is on a corner plot and is drawn on the regulation line. It is fully in line with the silhouette plans and is designed so as not to overshadow the buildings across the streets. 2 underground floors with a reduced height (2.5 m.) for glass and service area have also been designed. (there are two floors due to the need for space on assignment.)
EXPOSURE - due to its rectangular shape and REQUIREMENTS FOR PASSIVE LIGHTING, each facade has been developed independently. Simulated motion of the sun was studied, obeying the basic laws of light propagation and refraction and through different media and materials.

The change of its position during the different seasons is also taken into account. (start and end of day marked as range)
Basic law of propagation of light - The angle of incidence is equal to the angle of reflection.

DEVELOPMENT:
CONSTANT NATURAL PASSIVE SIDE LIGHTING during working hours is achieved. For this purpose, the main directions and the position of each facade were used:

At the same time, with this solution, the problem with the orientation for the installation of solar panels, oriented and installed on the concrete elements, is solved. The area of the building suitable for the installation of solar panels is increased many times, except for the solar protection installed above the building 622 sq.m.. 3 more facades can be used without the northern one, multiplied as an area with a coefficient approximately equal to 2.5:
i.e. (E+W+S)*2.5= (232+102+208)*2.5=542*2.5=1355 sq.m.
i.e. approximately 2000 sq.m. SUITABLE AREAS FOR INSTALLATION OF SOLAR PANELS, which roughly makes a small solar farm sufficient to provide the energy of the building itself for both heating and ventilation, with enough surplus to power several neighboring buildings.
Other advantages of the idea of the TRIANGULAR ELEMENTS from the facade are the BUFFER ZONES in the triangle, combined with a suitable combination of glazing units, would result in an additional area of air, which in itself is an insulator, i.e. expensive external insulation is rendered useless and a RELATIVELY CONSTANT MICROCLIMATE will be achieved in the completed building (very necessary for the exhibits inside).
CONSTRUCTION - reinforced concrete

MATERIALS USED – reinforced concrete, polished concrete and/or stamped concrete, limestone, kamak, wood.
Due to the favorable climate, the provided materials are based on concrete - sanded and stamped. As an accent for the construction of the stairs, limestone is planned, the central Roman cross in the atrium of the building is planned to be made of stone, like the roads made in ancient times. The most special part is the constant natural facade passive lighting, due to the observance of the basic laws of optics and the theory of light propagation.

Handrails - apart from the standard legal handrails, planters - containers with a width of 0.6m are used for external handrails. , length 1.2-6 m., height 1.2 m.
ACCESSIBILITY OF THE ENVIRONMENT - According to the current regulations.
Elevators - 2 in total, with 2 stairwells for evacuation.
