Project idea

Our project, the administrative headquarters of Hussein Dey City Council, is located in the heart of the district. The latter is old, of colonial foundation, and is currently the subject of an urban renewal operation. In this spirit, our project fits with contemporary architecture while identifying with its context, with identity elements that are related to the character of the neighborhood.

Project description

Access to the building is enhanced by a distinguished landmark element within an overall volumetric composition and is reflected in the composition of the main façade. two walls of water positioned symmetrically on both sides of the access reinforce this distinction while introducing elements of a bioclimatic architecture by generating a micro climate with the water vapor linked to the flow like a fountain. The reception is done in a central Hall, ideal for an optimal distribution, in double height with a mezzanine. The building is organized into three main components, divided into three levels. The DRC, immediately accessible to the public, offers citizens the various civil status services, the first floor groups the various offices and the top floor is reserved for the offices of the general secretariat. This organization is reflected in the composition of the main facade with a hierarchy and facade treatment appropriate to each component. The composition of the façade at the DRC level promotes transparency with the street and the rest of the neighborhood, because the functions assigned to the DRC are in direct physical relationship with the citizens, this relationship is reinforced by a visual relationship, these two relationships support the necessary proximity between the public service and the citizens. This trend, the proximity through transparency, is not limited to facade treatment, it is favored for the treatment of the whole of the DRC in all its depth. At the level of the first floor, unlike the ground floor, the façade treatment tends towards opacity, reflecting the character of the dominant functions of this level, only openings necessary for natural lighting and ventilation break this opacity with a rhythm which highlights the spatial organization of the various offices. This rhythm is reinforced by corbels which also indicate the positioning of the supporting elements and reminiscent of the corbels of the Medina of Algiers (commonly known as the Kasbah) thus offering a legibility and a richness to the project by its formal and volumetric composition. The top floor is distinguished by a setback garden terrace. This provision reinforces the specific nature of the function of this level, the general secretariat, and gives it the necessary perspective in relation to the street and the public in view of the working conditions related to this function. The landscaping of the vegetable terrace not only offers a pleasant view to the offices of the General Secretariat, but also supports the introduction of elements related to a contemporary bioclimatic architecture with the plant element and its contributions to the building in terms of micro climate, thermal and sound insulation offered by the layer of soil and the proliferation of vegetation without forgetting the different systems of coils that can be installed to recover the heat that resides in the topsoil and transform it into energy thus reinforcing the bioclimatic character and contemporary of the building. the plant element thus enters the design of the building and becomes a component in the same way as the built masses, thus moving away from a superficial amenity of vegetation without deep meaning. For the upper part of the building, a solar shading system is installed in the facade to minimize the effect of solar rays in this floor exposed by its position and its orientations because the climate of this region of our country is relatively warm most days of the year. This treatment crowned the building by distinguishing its upper limit; thus the base of the building is transparent, its body is relatively opaque and its coronation is distinguished with horizontal sun breeze.
Thus, the design of the building and the architectural language convey legible principles, ideas and reflections that contribute to the urban renewal of the neighborhood with an architecture that is both contemporary, full of ideas and that flows from its context.
