Wicked problems are complex, inflexible, open ended and
unpredictable group of problems which are mostly
proliferating that directly affect for the human and other
living beings. Waste crisis is place specific wicked problem in
Sri Lankan context due to its various dimensions that controls
the complexity. Main aim of this project is to tackle such
identified ill structured problem in an architectural
intervention to overcome such identified issue related to an
incident that happened because of waste crisis in Sri Lanka.
Design will restore the community requirements and
upgrading them, sustain and restoring the environment that
have been destroyed by the time for better livable
environment for the future.
1.Restoring the Waste dump site into an Urban Ecological
Park catering the future
Meethotamulla dump site was been back in 1990's where it
has stopped due to the waste slide happened in 2017. As the
area is highly urbanized with shanties and slums acquiring the
dumpsite as well as the natural environment. According to the
concern area, 40% of greenery is existing due to the influence
of the built environment through out the past decade. Most of
the open spaces are owned by private stakeholders where the
dump site is the only open space that could be useful in future
development if its utilized. As there are tons of mix waste
design propose three building which digest the dump in 3
years of time and reduce the 300 ft high waste mountain and
restore the brownfield into a ecological park.During the 3
phases planting program is initiated in order to detox the soil.
2. Transformable Buildings and Functions
Construction is also kind of generating of waste. Idea behind
the design is to minimize the damage done to the
environment in the whole program. There for the building
used to digest the waste mountain is again transform
functions into public functions that create kind of memorial
space adjoining with the urban park and also some buildings
transform their spaces as an extensions to the up-cycling
hubs.
Accordingly,
Extraction Hub(Building with a crane)-->transform in to a
museums ( As a memorial for the incident happen in 2017)
Separation Hub ( Mechanical waste separation plants)-->(As a
Gallery and shopping mall of up-cycled products)
Carriage Hub(Used to bale the separated wasted and
transported)-->(Extension to the Up-cycle hub for the
community needs)

-preservation and reinterpretation of livelihood and social connections in close proximity.
-Encouraging and empowering of the community through up cycling.
-Bridging community and public taking a third element.
-Encourage more social and cultural circumstances through public spaces and recreation spaces.
-Changing the attitude of the public regarding waste and over
consumerism
3.Creating an innovative long term economic generator to
the victims and the community
A man made waste catastrophe has caused lot of impact on
lives and properties of innocents who have lived around the
garbage dump , Meethotamulla. Eventually government
looked into several solutions that only those victims could
replaced by housing schemes near the neighborhood but they
were not able to replace with the jobs they were engaged in.
this project waste up-cycling is indicatively introduced in the
second phase in up-cycling hubs with engagement of the
community those who are lost their jobs during the disaster.
Also most of the teenagers around the local area left
secondary education because of their current family
economic crisis, this design make them a way that they could
use their craftsmanship in innovating new up-cycled products
that they collect from the local area

Project flows with phase by phase development plan which the buildings are pop out with the time and they will do their functions on the relevant time period and transform its functional aspects according to the need of the current situation
