Bangladesh is a densely populated country, as a result, it’s tough to find enough space for community development and social gathering. Just like other developing cities in Bangladesh, Chittagong is also rapidly evolving as the second-largest city in the country. Concerning the city’s growth, the Chittagong Development Authority (CDA) has initiated Karnophuli River Front Development. The authority intended to develop the project area into a satellite town with all modern civic facilities such as housing, hospital, sewage system, school, college, playground, artificial lake, theme park, places of worship, water connections, and fire service. This will be the most compact and planned township in the territory of the commercial capital and second biggest city, with all facilities.

To facilitate the Kolpolok Mega Housing Project a Civic center is proposed for this neighborhood on a 13-acre area by CDA. It is a place where the members of a community can gather for social or cultural activities. In this area, civic facilities are required due to the compact and planned town development. The site is located in Bakulia, Chittagong and the build area is 13,936 sqm. Moreover, due to the location of the site, a civic center can facilitate the neighborhood as well as the city. It will play an important role as a tourist attraction place in the City.

The Facilities were divided into different zones according to the community’s needs. The playground is provided towards the Kolpolok Residential Area to fulfill the lack of playing area in this society. Furthermore, the training facilities are located close to low-income residences.

The concept focuses on developing an inclusive environment that acts as a central gathering place for community interaction. It aims to create a space that eliminates barriers related to age, ability, and background, promoting a sense of belonging and unity among various groups.

A significant aspect is the thoroughfare designed to connect different neighborhoods, enabling smooth movement and encouraging social engagement. This pathway not only serves as a physical link but also symbolizes a bridge that fosters collaboration and community spirit.

The waterbody is retained, and a playground is proposed which is open towards the Kolpolok Residential area considering the scarcity of the neighborhood.

Moreover, the connection between the ring road and the Kolpolok Residence is also established through the site’s strategic zoning. Considering the potential node and primary roads the entry is placed on the northern side. The Connection is established through a thorough pathway which later on influenced the zoning and massing.

Ultimately, this approach enriches the physical environment and strengthens community connections, resulting in a lively, interconnected space that encourages diverse interactions and shared experiences.


Distinct massing and clear pathways establish zones for various activities, enhancing circulation and spatial organization. Moreover, the vertical connections enhance visual openness and create floor-to-floor connectivity, allowing for a seamless flow of space and interaction throughout the center. This design element fosters a sense of transparency and unity, encouraging occupants to engage with different levels and activities within the facility.

The planning fosters cultural exchange and civic engagement, acting as a canvas for local art that reinforces community identity. The sunken basement features two zones: a southern area for flexible institutional spaces supporting vocational training and local art, along with a courtyard, and a northern sunken courtyard that includes recreational facilities like a cinema hall, food court, and retail shops.

Sustainable design elements, such as green roofs and semi-outdoor seating on the second floor, emphasize environmental stewardship while fostering a connection with nature that promotes well-being.

This approach optimizes functionality and creates an inviting atmosphere, with landscaped pathways encouraging exploration and informal gatherings to strengthen community ties.

The Kolpolok Civic Center is designed as a dynamic architectural landmark that embodies the spirit of the community. With its inviting facade and multifunctional spaces, it serves as a central hub for events and services that enhance the well-being of Kolpolok residents.

The layout encourages community engagement, featuring open gathering areas, flexible event spaces, and dedicated rooms for workshops and cultural programs. Natural light floods through large windows, creating a warm and welcoming atmosphere. Outdoor spaces, such as gardens and plazas, extend the center’s reach, offering venues for festivals and recreational activities.

By integrating these architectural features, the Kolpolok Civic Center stands as a beacon of connection, innovation, and community well-being.
Additionally, the design utilizes the underground structure to create a sense of “depth.” This approach challenges conventional notions of verticality by introducing a monumental scale that disorients viewers, inviting them to engage with the space from a fresh perspective. This immersive experience encourages exploration and a deeper connection to the environment. Moreover, the design incorporates functions that enhance civic facilities and improve accessibility, including recreational areas, cultural venues, training spaces, and public meeting areas. These elements work together to create a vibrant and inclusive environment that reflects the community’s needs and aspirations.
