The building is designed in a modern style using facade glazing, ventilated facade systems and kinetic facades.
The building consists of two-story blocks, which are arranged in a U-shape with the organization of the inner courtyard.
The parking lot and a shelter for 450 people, as well as an elevator service room, are planned in the underground floor. An auditorium and artistic rooms are planned on the first floor. There is also a lobby, a restaurant with a banquet hall and a children's play area. There are 2 auxiliary entrances leading to the building through the courtyard, in which an event space and a summer veranda. The project provided for the location of a family-type permit center, sports fields, a quiet recreation area, a summer theater, a children's area, parking for visitors and service entrances on the site.
The structural system of the building is a frame. The monolithic reinforced concrete floor with a thickness of 200 mm rests on reinforced concrete monolithic columns with a square section of 400x400 mm, which transfer the load to the strip monolithic foundation.
The building features an atrium made of rack and transom glazing, the racks of which rest on a reinforced concrete monolithic belt. Glazing is made of anodized aluminum and double-glazed windows.
The project used facade panoramic rack and transom glazing of the walls and evacuation stairs with fastening to the columns, which are located on the stairwells.
On the southern and western sides of the building, milk-colored perforated kinetic facades were designed to provide protection from the sun.
